"Stock" 18.04 is Trac 1.2 which has a bug which makes git integration worthless.
Installed dpkg for trac1.2.2 from 18.10 release.

In this scenerio the content is managed on github but backed up and trac'd on trac.
Done.
Moved ems-light to github.
Copied repository to trac.suspectdevices.com
Enabled git-hub post commit hook.
Updated trac to 1.2.2 so it shows up.
Todo:
Figure out the best way to do authentication.
Document/recreate server setup.
